Once he gets an offer, simply give a two weeks notice and call it a day.
Keep in mind, references are priceless, and his boss clearly thinks highly of him, so I wouldn't vent my frustrations during the resignation. Just thank them for the opportunity they provided to help him advance on to something else.
He wants to leave his current job, so he wants to do it by first changing from full time to part time, and then later quit the job once he has a offer for a job. Also, he had enough with those non sense issue at his current workplace that he has always to deal with on a daily basis.
I'm not sure what one thing has to do with the other but if we wants to go to PT, he needs to put in a request. The employer may not be able to accommodate him, though.

I understand what you mean, but with his case, he would get it because he's the only medical biller that can do the job right, but the main concern is how to request it nicely without offending the employer.
