You really do need to let it go, as difficult as it might be. And from experience, don't allow yourself to go into a passive-aggressive stance. It's never as passive as you think it might be - everyone can detect it
In addition to venting, I really would be interested in hearing any stories people here may have? Success in changing the performance or otherwise?
Success in changing a co-worker's performance? Seriously? Keep your head down, and if you ever get promoted to the point where you are actually managing people, then come back and ask. Until then, Mind Your Own Business.

I don't know!! I think I should send her a bill for all the space she's been taking up in my head!! Uggggh.
I guess I just can't stop wanting for someone, who is dressed like the picture, to stand up, roll out a big fancy scroll and decree, "This poor excuse for work performance will NOW stop, effective April 20, 2015!!" and then blow a horn to make it extra official!! Yep, that is my big dream that I can't let go. I'm like MLK, I Have a Dream, on crack!
OP, you should ignore all the other advice. The best advice is to keep a log of everything and run to your boss's boss's boss or straight to both the CEO and HR immediately. They need to know personally about this travesty. Be sure to insist that they do something IMMEDIATELY to correct this INJUSTICE. Be sure to include the fact the various managers have not their jobs as well. If you push this hard enough, the problem should solved immediately.
