If you are applying to a job where the listed salary seems very generous, before negotiations even start, should you admit that you're fine with $64,000? Should you try to split the difference between the two in the range? Should you say something like $65,000 so you're not asking the top end, but you at least look like you're not a pushover?

If you have to put down something because you're applying online, go with one of the two middle figures. In a discussion, I would wait until someone else brings it up and just say, "I understand the range is between $64 and $68K and I'm fine with that."
Then let them decide.

Never tell them you're fine with the lowest amount when they may be willing to give you more.

Why would you admit to being okay with the lowest salary even before negotiations start? That makes you look like a pushover and someone who is desperate for the job. You don't want that.

Maybe the OP feels it might give him an 'edge' in getting hired, since he's willing to go for the lower range?

Sorry, I worded that very poorly.

What I was trying to say was, if you know before you even talk to them that you would theoretically be OK with their lowest end offer, should you admit that once negotiations start.

I wasn't implying you should walk in the door and announce, "Hey everyone! I'm fine with the lowest salary you listed!"

But I like the answer of just saying "I'm fine with that range," and letting them make the offer.

From what I read, it seems that you want the lowest salary for their salary range. If that's your goal, I am sure they will offer that. Don't bet on getting $68k, if that's what you really want.

I would always offer middle to top-middle of the range. If you say you're okay with $64k, they may try to lowball at $60k or less.

One question comes to mind. Have you researched the market rate? I always looked for the market rate, before considering salary. I find it difficult to negotiate salary without this information.
