The companies should be required to file an annual report to DOL stating the number of layoffs and the corresponding jobs outsourced/offshored which resulted in direct H1B employment or via a vendor. That would help gather statistics on the direct impact of H1B program on employment of US citizens.

I worked for Disney and was part of a massive layoff. Nothing they do is magical. It's not the same company that it was when I started working there.

Indian recruitment scammers are all the rage these days.

I've gotten no shortage of emails from these clowns, typically in broken English, spouting off about jobs that are so vague they clearly do not exist. Then, they want you to send them your resume in an editable format, such as Word.

What do they do next? They remove your name and contact information and slap the name of a visa worker on it, effectively stealing your experience so you can be replaced by a lying, semi-legal foreign worker.

It's a scam, but the visa workers are cheaper, so nothing will be done about it.

I also like the idea I heard somewhere of slapping these cheap companies with a fine equal to difference between the amount of payroll tax collected and the amount that would have been collected had the company hired Americans and paid them the prevailing industry wage.

No cheating the system: no illegals, no visa workers, no other nonsense: you hire Americans first, pay them properly, and only then start looking around. Anything else is simply corruption that is killing this nation and a form of tax-payer subsidized corporate welfare.

This is a thread that points out it doesn't matter how well-prepared Americans are for the job market, or how hard they are willing to work, if corporations have no intention of hiring them in the first place. Yes, that's a great idea. But this is already the United Corporations of America and they would laugh at thos and even if you got the bill passed, they would lie in their reports.

That is peanuts to the large corporation ... how about we just disband the H-1B program altogether ? Let the H-1Bs expire and not renew. And about 6 months before the H-1Bs expire, hire Americans and make the H-1Bs train the Americans right before they are sent packing.

That would be a knee-jerk reaction. We need foreign workers and thier expertise in specialized fields. All that needs to happen is to tweak the H1B program so it is not misused for replacing existing employess with cheaper foreign workers.

Not sure if you know, but earlier this year DHS passed a rule to allow work permits to folks who are in US on H4 visa i.e. spouses of folks working on H1B visa. Effectively, this doubles the number of potential foreign workers who could take American jobs.
