I'll echo what everyone else says. It is inappropriate.

Now if you guys had moved into a more personal way of relating and had talked about relationships and dating and so on then you could probably say this. But not in your context.

I twirl my hair all the time - mostly when I'm sitting by myself or in boring meetings - so it doesn't always mean flirtation. If you are a young non-skeevy guy, or maybe a non-skeevy guy in general, she'll probably just toss it off as immature and forget about it. But I'd avoid her for a while if you can or if you can't, be totally professional, quiet, reserved.
