It's easier to keep an eye on them that way? Those who aren't idiots can pull the idiot's strings and rule from behind the curtain, and if **** goes down the idiot figure head is blamed and he/she is the one who goes down for a bad decision, not the string pullers.

Many different reasons...the Peter Principle... friend of the owner or president...plays bad cop to the president's good cop...the president is so removed from the place, he/she has no idea what is going on... because lots of idiots work up well (but treat equals and lower personnel like crap).

The list goes on. One needs to just accept that it is part of some corporate culture and move on if you really can't deal with the idiot. It will drive you crazy otherwise.

So do you feel it is because those in ultimate power want a henchmen and scapegoat to protect them? Someone they can control like puppets on strings?

Well, in the case I have, the person was from Ethiopia, the company was Japanese and this guy knew enough of the employment laws and Japanese "Attitude" he let them know of they fired him, he's make a stink they'd never get rid of.

So, until they shut their doors, he stayed.

Sometimes idiots are needed to keep other idiots in line at that specific workplace. (Not referring to your place specifically.) Depends on who he/she has reporting to them.
