I hope this is a one-off but I'm concerned that I should report this - since he's doing this early in the morning it is clear he is trying to avoid attention otherwise he would come in at 8 like most do. I have a meeting with my supervisor in a week - what do you think?

And as someone else said, why are you working off the clock?
When you meet with your supervisor, make sure you let him know that you're coming in an hour early, to do basically nothing..and your co worker is using the bathroom and you find it disgusting.
As for his choice of transportation, I know many people who bike to work because they like it. I also know a few people who walk a couple miles to work everyday...why?? Because they like it!!
