I can understand they want work phone #’s and references but filling out past jobs responsibilities when it’s all on your resume is repetitive.

Simply because resumes are freeform. Applications allow them to organize and compare. It also allows for them to weed out the people that aren't truly interested in the position.

I don't use forms for hiring as I don't mind the free form resumes... but applications do serve a significant value for those who do care.

It's mainly due to the HR software that companies uses. Some HR "genius" probably said: "Why pay an employee to key in the resume when you can make the applicants do it?"

It is. And you have the option of doing it or not.
I've canceled out on applications because of that.

I'm fine with those that auto-populates your info from an uploaded resume - so you're just correcting the format, etc. But if I'm asked to fill out an application.... it's going to have to be a job I'm REALLY interested to do all that work.

When I was a hiring manager the resume was nice but not needed. Often times a lot of fluff was included. I relied on the application to list specific jobs with duties, supervisors and such. I would never hire someone strictly on a resume. But then I worked for the state and they had very specific rules on hiring.

It is insanely obnoxious when they require it, considering the chances of you being picked for an interview are so slim. I usually just copy and paste my resume into those boxes.
