Employer has a full time position with job B but wants to fill that position but wants OP to do job A. Employer is substituting job descriptions to get around the mechanics of full/part time positions that are open-hiring on paper for B but employee actually does A.
That was how I originally read it, as well (though, just because they have to lie to HR about the nature of the job-- or, at least, lie to HR's paperwork-- doesn't mean they had to lie to OP about what the job would be). But then OP wrote this (bolding mine):

But then out of clear blue during interview he wants to keep me at same position but put me listed under full time position and keep me at part time hours / part time. Thats why I think they are taking advantage. They wont let me do new position.
Which then sounds like no, nothing is actually changing-- including the part-time status of what she's currently doing. That's why I got confused, because it sounds like a lot of subterfuge and jumping through hoops to keep her doing the exact same thing she's been doing, but just have it look different on paper.
