The dysfunction could be related to an internal arguement as to whether a nurse is the right candidate for the job. (Is this a CNO position or more broad position?) It could also be an internal struggle because someone "connected" is pushing for someone else to get the job.
If you're willing to embrace the chaos, I would contact the CEO and share your observations/frustration and then confidently tell the CEO inspire of it, you are confident you can put the needs of the organization above the frustrations that may follow. You will need a tough skin to hang in there though.
