The saying I was referring to is quite a popular one. Aside from that,literally at that place and at many places apparently in PA...nepotism,or hiring of family,is a big practice. That's how I think the one guy got in.
The other...well actually it was someone I dated. How's that for a kick? My own date is beating me at my own job promotion! But actually I think they got in by just happening to be more what the 'bosses were looking for'

So you can be ugly and terrible looking but still get promotions. That is sad.
