I don't have specifics, but some of this will depend on what kind of a website you want - static, dynamic. Some people are even using free blog sites to market their businesses, you probably can't get more cost-efficient than that.

Take a look at POWWEB and 1Power and see if this fits your requirements. We use Traci.net and their prices are quite good.
