Yeah, cost of living is lower, however, put a few things into perspective: Minimum wage is now $7.25/hr, not far away from what I was offered. My mortgage is $532/month. And you would have a tough time finding a decent apartment below $500; I would beg to differ with that one. I hate to see what you are going to get nowadays for anything less.
Look at it this way--if you are paying COBRA you need to factor that cost in to the equation. If you are currently uninsured, you are possibly a kidney stone or slip in the bathtub away from losing your home to medical bills.
I agree with you and in that sense I would say take it, but this is why we need some sort of health care reform. We're the only nation on earth that puts the burden of health care on business, and it produces situations like people having to take jobs that aren't the best fit for them based on health care over any other factor.
