Our company has a similar policy - sortof. They pay $50 towards your phone if your job requires you to be out of the office sometimes and you need to get emails on your phone for work purposes while out of the office. Not everyone works outside the office though, so it's not required for everyone. You could try and do your "outside of the office work" without email access but you would be making your job very hard for yourself.
I have a BB through work. It's set up on the enterprise server. I bring my laptop home each night in case I need to review CAD files. Can't do that with the BB. My BB also has the internet on it and I rarely use it for business. I have heard of companies asking employees using personal cellphones for business...but never heard of them requiring employees getting a specific phone.

A few years ago, I would have said tell the employer to stuff it!
Today I say paying $600 per year to keep a 55K job is a no brainer. Pay the money.
Is it right and fair? No. But being unemployed is much more difficult than paying for a blackberry. Promise. Employers are loving and taking advantage of the current economy. Being connected to work 24X7 is just one of the ways we are being taken advantage of and losing the free time that's supposed to be ours. I've also heard about companies doing some heinous things when they add 'their' software......like a GPS feature that allows the employer to track you all the time. Isn't that just lovely?
If your friend is very angry about this, she can go get another job. THEN quit the one she has. She may be stuck for cancelling her contract on the blackberry but again, it's a small price to pay compared to her salary.
Enough of the senior employees made a fuss about it that they decide to rethink their decision. The company bought Blackberrys for the employees, but they are only allowed to use it for company business. So she has to carry two devices--the BB as well as her cell, but it's certainly better than the other option.
