They get paid the minimum wage the government has set for restaurant workers but it's a lower minimum wage that the most common one.
That's why it's important to leave tips when you go to a restaurant, and if you're too much a tightwad to do that, then don't eat out.

That is not true. Federal minimum wage for waiters is $2.13 an hour. That assumes tips are $5.13 an hour which may not always be the case. States have different laws that might require the wage be higher and assume hourly tips may be lower.

Always tip the waiter/waitress -- or go to a self-service place.
You're misinterpreting the law or are ignorant about it. In all 50 states, as mandated by federal law, all tipped employees must go home with a minimum of $7.25/hr. If the tips do not make up the difference between the $2.13 and $7.25, the employer is legally bound to make up the difference on payroll.

If the waiter informs the employer -- but I'm sure that's a pretty sure way of getting let go from the job.
I know for a fact that not all waiters or waitresses always get $7.25 an hour. On a slow night and stingey customers, they may go home with considerably less and hope to make it up another day.

Well, if wait staff don't want to follow the laws that's their problem. Don't get me wrong, I'm not suggesting that people don't tip. But this is a legitimate myth that the OP is trying to make clear.
On the flip side, I know wait staff that make close to $100k after tips. Waiters are not struggling.

But usually no health care insurance, no overtime, many have no vacation or holiday pay.
It's hard work -- it's how I worked my way through college. I enjoyed it the years I did it and I made very good tips but I know many do not.
In a way it's one of the more fair ways of working because if you're fast and good, you make more, someone who is very slow and sloppy makes much less. I'm pretty sure if you go to the boss and explain you need more wages because you aren't getting any tips, you're going to be let go -- and probably they should let you go.
Many restaurants don't have enough customers for their waiters/waitresses to earn much in tips.
Where do you live? Most restaurants in my area have an hour wait time every single weekend...
PS. The wait staff minimum wage in Ohio is $3.85. It is NOT the same in every state.
