How about getting into ATC and working your way up from there? Training is rigorous, and is often a stepping stone to something more. I knew a guy who went from an air force reservist with partial college, to assistant ATC , joined technical divisions for a couple of panels, and eventually aviation management for a UN-affiliated organization.
Nowadays undergrad+grad degrees are more important and I even heard business schools offering an aviation management MBA.

ATC is hiring off the street but the wait is long. The wait is long even for those that went to school to do it. You have to be, I think 32(?) before getting hired. Once in however it's a career job, not many people leave. Even after the pay cuts the pay tops out in the 6 figures with guaranteed government pension. It's competitive.
