flat pay vs. minimum wage (agency, hours, Long Island, quit)

I've been caring for a disabled man for a while and keeping him every other weekend for $120. a day. (I was told I couldn't be paid for the 8 hours he is supposed to sleep) But on my time sheet it lists 16 hours for $120. That in itself means I'm being paid less than our minimum wage.(8.06 hour) Now that his alzheimers keeps him awake 24 hours it now becomes $5 hour and I provide all meals.
Can a state run agency really pay you less than minimum wage?
Yes, I quit keeping the beloved little guy cuz his home provider would have me keep him overnight and pick him up in the mornings instead(translate- 14 hours for $30) Just wondering how that "state" pay stuff works.
There is an exception to the minimum wage law for those who care for the elderly. A court case came up a few years back and the ruling was they do not get overtime. (Coke vs. Long Island Care at Home).
