New York City is similar in some ways to London, many neighborhoods have very similar architecture, it is ethnically diverse, it is Anglophonic, etc. and there are numerous great beaches within an hour or so. In Brooklyn, inside the city limits, are some rather decent beaches as well.
Paris lays out sand in the centre of Paris every summer, and creates an urban beach, which is very popular and great for people watching.
Bondi(Sydney) or Rio it is not but cool in itself all the same..
Im not really familiar with Melbourne or Sydney so I can't comment on them.
Buenos Aires however has an urban experience that compares well with London, Paris, or NYC plus you are only a short ferry/bus ride ride away to Punta del Este which serves as the Hamptons of South America.
NYC is colder (obviously) but they also have alot of good beaches nearby in Long Island and New Jersey.
