I not sure what the question means. "...most welcoming to an American," does that mean treat Americans in a special way as opposed to other foreign visitors?

Hmmmmmmm that's pretty straight forward. Ya i mean where they not gonna get spit on or called a name.

Welcoming Americans as visitors/tourists or as residents (temporary or immigrants)?

Is there a generic "one-size-fits-all" American that you have in mind? It seems to be that different Americans will be welcomed differently just about anywhere.

If you are Jewish, for example, Israel will not only welcome you with open arms but give you citizenship automatically.

If you are a nuclear scientist, Iran and North Korea await you.

If you have a job stocking merchandise at Home Depot, you can probably stay home.

Hmmmmm, in my experience, spanning some twelve countries across three continents, the overwhelming majority of human beings welcome, or reject, human beings as human beings.

As for the passport that a given human being carries, one may need a visa to enter into this sovereign legal entity or that sovereign legal entity.

I never equated my identity as a human being with the passport that I carry, and almost no else, except for passport control and immigration officers, ever did.

Well, one exception to a passport control officer: once I entered Portugal from the UK, a non-Schengen country. When he saw my US passport, he whisked me to the front of the line. Actually I felt sort of embarassed: I was willing to wait on line like everybody else without a Schengen-EU passport.

One Arab told me that Kuwaitis love Americans, I don't know whether that's true or not though.

Well, living in Western Europe, I would say that it appears to me that while there is no special red carpet out of Americans, that people are certainly not hostile to them....as in spitting or name-calling.

Perhaps acceptance is a better word. Most welcoming country may well be those where the individual is free in the spending of their money.
Most countries accept strangers in their midst without putting out a welcome mat.
