are you being serious?! london is a 24 hour city as much as NYC, and the uk looks to america for fame/music scenes does it?? sorry to disappoint you, but we have our own music and arts culture, we have the second biggest music and movie industry in the world after america, and we are a lot smaller, dont flatter yourself! we have our own unique music and movies, some of the greatest bands, singers, songwriters, actors and actresses have came from the uk. and powerful doesn't mean exciting!!
Artist from the USA and NYC have a much bigger presence in london/uk than vice versa. Considerably so at that. Im not flattering myself, it is what it is

you are a larger country, if we are talking london v new york, you cannot say new york music scene hasn't got strong roots from the london music scene the rolling stones, david bowie, pink floyd, etc. and probably vice versa aswell, in my opinion there is little between the two cities and it comes down to opinion and preference

How many of those acts are from london though? New york itself actually creates music genres itself

As for the question in the thread title, I don't know the answer, out of the cities I have to, I would classify Barcelona, Tel Aviv and Belgrade as the most exciting ones.
