Punk music definitely has London as one of its main currents. Metal, likewise. "Goth," too. A good deal of electronic dance music like drum and bass, jungle, and dubstep have London as its origin (though electronic music seems to be a lot bigger in the rest of the world compared to the US). I'm not sure where your confusion lies.
Don't forget industrial music too for London - ever heard of Throbbing Gristle?

Probably Madrid or Buenos Aires - Rio's another good shout as well.

I think, these days, the most exciting city in the world is probably Mogadishu. But if you plan to go in the next few weeks, it might be Tripoli.
