There are no guarantees. I was a corporate trainer in Mexico City. Not a "teacher." Though I did teach a class in marketing at a well-known university. The companies I worked for also hired teachers to teach in the corporate environment, and some for private schools as well. I've had many friends who teach or taught in Mexico. Many of the private schools - the language institutes and some private placement companies - don't accept the TESOL certificates on their own. They make the candidates attend and pay for classes the employer puts-on. In many instances, the TESOL certificate is a waste of time and money. It depends upon the maturity and life experience of the person. Formal private schools almost all require a university degree, but not necessarily in teaching.

In a country where a Bachelor's degree is needed for a work visa, a TESOL certificate without a BA won't lead to lawful employment. Sure, you can find a school who would hire you illegally and have you do visa runs every few months . . . but they'd probably hire you without that certification, and if a school is willing to be shady in this respect, you can bet they won't be fair in other areas either.

As far as whether a TESOL certificate will help you get a job (if you have a Bachelor's degree), there are many other teacher forums that can answer that in more detail. It will depend on what you mean by TESOL certification: a 100-hour online course? an intensive training program like the CELTA? a 12- or 15-credit TESOL Certificate through an accredited university? Or an add-on that comes along with some Master's degrees that shows you completed graduate-level coursework in TESOL.

Obviously the higher you go in that sequence the more it will help you . . . if the schools or institutes you're applying to care about credentials.
