I believe that it has something to do with the climate, the wheater.

Here in the Southern Hemisphere, it's the contrary: people who live further North are more open, and people who live further South are more "reserved". I think that's because people who live closer to the Equator, in areas of warmer climate, have a "warmer" behavior.

However, the Russians live in a terribly cold climate, and they don't look that reserved!! Nasdarovia!!

I find that people in the southern US are more reserved, although they are very friendly, well mannered, and laid back as opposed to northerners who are brash, always seemingly rushing and in a hurry.

I think it depends on the situation, the area/city, country, etc. In general, big cities are quite dense so people are less likely to notice people passing by them or treat them especially kindly because they are less likely to feel like they need to make friends or will have fewer opportunities to do so. In less dense cities, people are used to being social and at the same time realize they aren't going to have a billion opportunities for friendship, so they may act kinder. In more remote areas, people may be used to isolation, seeing the same people, and get quite nervous if someone new suddenly shows up, or enters their private living area. They may have moved out there preferring the isolation and just not have a strong interest in making new friendships, or they may turn out kind once that nervousness fades away. And population density tends to be greater closer to the equator than towards the poles.
