It isn't hard to think that London and Paris can be as good as New York. All are HUGE, have plenty to do, good music scenes, New York has Broadway, London has the West End, all have diverse populations, all are capitol cities etc.
Washington DC (I live several minutes outside of it) is the capital city of the US, not New York.

Entertainment and shopping: London
Museums and culture: Paris
Nightlife: Miami
Weather: Los Angeles
Parks, public realm: London
Food: Paris
Beautiful architecture: Paris
High budget living: London
Low budget living: NYC
As for overall, it's tough but I would choose London for now. It's the only one among these (maybe with the exception of NYC) that gives that sense of amazement. That may change over time though.
