From ancient history, I guess Ivan the Terrible, Attila the Hun, Genghis Khan, and Nero were pretty bad.
In terms of modern history, probably Saddam Hussein, the Ayatollah Khomeini, Ho Chi Minh, Fidel Castro, and Slobodan Milosevic.
Still alive today.....Kim Jong Il and Mahmud Ahmadinejad.

That's totally extreme and off-base. All you guys saying "Bush" need to do a reality check, and maybe think about what you are saying. Bush may be a "mediocre" president, but that aside....even if he WERE personally responsible for those deaths (he's not), that would still be NOTHING compared to the MILLIONS who were gassed, shot, and starved to death in the nazi death camps...and the additional MILLIONS of others whose lives were permanently and negatively affected, all because of one man: Hitler. Stalin is right up there too...they say MILLIONS died in the gulag forced-labor camps...never to be heard from again...all at his hand...

Well...you did say regardless of time. So...let's look FORWARD in time. The worst leader EVER (IMO) has yet to appear on the world scene: the Anti-Christ spoken of in the Bible...who will rule the entire world for a few short years. (You ain't seen nuthin yet...)
(So Hitler, Stalin, Pol-Pot, and such didn't get 'ya...well...keep your eyes open...) Seems like when one of these dissappears off the radar, another one just as bad, or even worse, shows up...

I recall a friend who was an Austrian "Aryan" (he left home because his father was an unrepentent Nazi) who said that one of Hitler's biggest sins was that he took the country that gave the world Beethoven, Einstein and Goethe and made it "stink in the nostrils of the world".
Of course, one cannot judge a dictator's evil just by the number of people that he killed. For example, it is generally accepted that Hitler killed six million Jews. Let's say someone proved that he only killed three million. Would that make him just half as bad?
