Actually the Mongols conquered China but then were swallowed up by Chinese culture and became Chinese themselves. A generation later you couldn't tell the Mongols had ever been there.

In my opinion what makes a bad leader is one who fails to secure the state or started a progression of failed policies which led to the ultimate demise of the state.
So with that in mind I select...
Dali Lama
Alexander II
Gorbachev
Lincoln
There are numerous others, but those are right off the top of my head.

a combination of muslim extremism and president Bush have probably set the stage for everything to come together for the antichrist and global dictatorship. Since the coming new world order will cause more destruction, hate, and confustion than the nazi's noone can really say one is worse than another. the worst is yet to come.
