I'd say the worst leaders were Mao, Stalin, Hitler, for their wiping out of most of their countrymen through horrid economic policy and war. Kim Jong Il and Pol Pot are close with their extremely collectivist failure and murdering anyone who they thought disagreed. I had a chance to talk to survivors and children of survivors of the Khmer Rouge, and it was insane what they went through.

Some of you really need to get a grip on your selves... Bush, no matter how much you hate him, is by far no where near the worst leader.
OMG he raised you taxes, OMG he started a war that has cost 3,000 us lives...

Stalin and Hitler made one costing 50 just in Europe... hmm yeah i would say Bush is wayyyyy worse...
please I can understand if you disagree with him, but ignorance... some of you don't know what bad is, if bush is bad....
1) mao- 50 million Chinese lives killed in brutal ways
2) Stalin 30 million Russian lives killed in brutal ways
3)Hirohito and Hideki Tojo: with 20 million Chinese lives, 17 million of those civilians...killed in some way more brutal then the holocaust. in case you didn't know he was the Japaneses emperor and general during world war 2....20 million JUST IN CHINA, imagine along with the Philippines, Malaysia, Indonesia, and Indochina... rape of Nanjing... look it up, its just a little part of what the Japanese did.

we learn about the Holocaust... but don't even hear about what went on in China... our world is Euro-Centric, just because we don't know it doesn't mean it didn't happen.

If one were to determine who was the worst leader of all time, one doesnt need a body-count, really.

If you really, really want a body-count, look at the potential. GWB has the potential to kill around 5,500,000,000 people because he is just the stupid dork to be the first to push the button in anger. This leaves the others for, if you will pardon the pun, Dead.

But the worst leaders are not the ones that actually are at the helm when lots of people are killed - frinstance Hitler, Stalin, Il, Pot, Chavez, etc.
Nor are they the ones that necessarily commit human rights violations that make everyone else's skin crawl - Mugabe, Whoever is in charge of China right now, Il (sr and jr).
Nor are they the ones that necessarily usurp power by force (Chavez, The guy in Fiji, etc)
No, the worst leader(s) in the world are the ones that treat the people they are chosen to govern with disdain. The worst leaders in the world are those that do not care for the real issues, they do not care for the development of their own nation into greatness. The worst ones are those that treat the population with contempt.

The worst leaders in the world are (were), GW Bush, Helen Clarke, Tony Blair, Bobby Mugabe, The idiot who is currently in charge of South Africa, and any other half-baked politician who takes over a country and really screws it up. The jury is out on Kevin Rudd (Australia's new PM) but he promises to be a Moderator cut: leave out some of the more descriptive language, please geek who will quickly erode the good that had been done over the previous 9 years by his predecessor.

So, in a nutshell, bodycounts dont count, what they do as leaders for their people should be the yardstick.

What on earth are you talking about??? All Rudd has done so far has signed the Kyoto pact, helping ratify Australias carbon emissions, planned a apology for the stolen generation of aboriginals, and plans to hunt Japanese whaling boats who operate illegally in foreign waters. You can't honestly believe Tony Blair was a worse leader than Mao Zedong. Despite the fact that Mao united his country, he killed 75 million of his countrymen doing so. The Economic reforms that helped China to its strong position of today weren't his doing either. The 'Free Zones' were opened up by Deng Xiaoping after Maos death. Tony Blair was a terrific leader, he helped unite the English people in the face of tragedy on more than one occasion.

Some of my worst leaders:
Hitler (inspired tremendous nationalism in Nazi Germany, but his greed ultimately crippled his country)
Pol Pot (persicuted his own people for many strange reasons, and was eventually overrun anyway leaving behind little lasting impact)
Louis XVI (led to the downfall of the monarchy in France)
Other more recent abysmal leaders include Slobidan Milosevic, Idi Amin, Saddam Hussein, and Neville Chamberlain

Bush in my opinion is an appalling leader, a moron and a war criminal but in all fairness I can't compare him even remotely to any of the above mentioned. I think that would just be intellectually dishonest to put him in the same category as Pol-Pot, Hitler or Stalin. And believe me I truly loathe the man and everything he stands for.
