Ever??? Wow. I don't know but probably one of those guys back in Medieval times or in the days of Alexander the Great. They seemed rather barbaric back then but I lack the historical knowledge to name one in particular that was more brutal than the rest.

In the past 100 years there's been quite a few. Cambodia's Pol Pot comes to mind. Under his four year regime, he slaughtered 1/3 of his own people for such trivial reasons as wearing glasses (he was anti-intellectualism) and violently attempted to turn his society into an agrarian-based communist society. A truly despicable savage.

Of modern-day leaders, I'd say Robert Mugabe and Kim Jung-Il are the worst.

Hitler, hands down. Stalin and Mao tied for second. Pol Pot at third with both Kims of North Korea breathing down his neck.

Honorable mentions to Idi Amin Dada, Mobotu Sse Seko, Philipe Petain, Slobodan Milosovich, Mulla Omar, Benito Mussolini, Nicolae Caucescu and each and every goon who boasts a royal title in the House of Saud.
