The United Kingdom, but I don't know if $1 Million USD is enough. :P

Germany would be my next pick, knowing the language is a major benefit in that respect. I'd also give consideration to emerging South American countries like Brazil and Argentina for a completely different adventure in life. I'd try to learn the language before I seriously moved but I suppose your question wasn't concerned with that. On my home continent I'd consider British Columbia in a heartbeat, I love Vancouver.

I wouldn't take a million dollars to leave the United States. I love my country, feel fortunate to have been born and raised here, and don't believe I could be truly happy anywhere else.
