Berlin vs Munich - A rivalry sort of diluted by Hamburg, Frankfurt and the greater Ruhr region, the capital of Bavaria and the capital both offer different sides to Germany.
I think Cologne vs Düsseldorf is the most famous german city rivalry. They compete for the predominance in football, beer (Kölsch vs Alt) and carnival parades, which is often referred in the german media.

To plenty of foreigners, Germany has a surprisingly high amount of major cities. Something such as Cologne vs. Dusseldorf and probably a few other German city rivalries are more prominent and do come before Berlin vs. Munich.
Other than Cologne vs. Dusseldorf, other cities that seem to be part of the action for this topic in some type of configuration is Hamburg, Frankfurt, Stuttgart, Dresden, Munich, Dortmund, Essen, and Leipzig.
All of Germany’s city rivalry competitions probably still does not make the top 10 to top 15 in the world for city vs. city rivalries.

Montreal vs. Toronto is nowhere near as intense as Milan vs. Rome, and probably not as strong as Barcelona vs. Madrid either.
I have a Canadian friend that would disagree with you. I'd say that rivalry between Milan and Rome isn't as intense as between Madrid and Barcelona. The major rivalry factor is usually related to sports.

Everyone is entitled to their opinion but note that I am Canadian too and I live more or less in between the two cities (200 km from Montreal and 400 from Toronto).
