Are there any countries that welcome immigrants?
It seems like more and more countries create the restriction policy are there any countries that actually like immigrants?

If you have lots of money I think you'll find a few doors opened. Reading the Australian thread Who was the Best Prime Minister? there are a number of comments that suggest perhaps Australia isn't one of the more welcoming..lol

the UAE
they put you in jail for going bankrupt over there
a place where south asian construction workers are completley taken advantage of and where agreements of any kind from wage deals to property purchase contracts are not worth the paper they are printed on , the UAE is a hellhole posing as some kind of new las vegas only without the class

The UAEs human rights record isn't the best, I'll agree with that.
As with being sent to jail for going bankrupt(though it's really just becoming unable to pay debt). I agree with that. Maybe it'll teach people to live within their means.
