Probably Bosnia, Albania or Kosovo? Places where Islamic fundamentalism is not very common and most muslims are moderate. I suppose the big cities in Western Turkey (like Istanbul) are rather tolerant compared to other muslim societies as well. But in general I believe tolerance and religion are inversely linked.

UAE is not tollerant , like with almost everything else , what dubai potrays itself as is often not what it really is

UAE is definitely not tolerant - homosexuality is punishable by death.
Yes, I'm aware tolerance includes other things but that's a pretty big factor, and in Iraq homosexuality is legal, as it is in Turkey, and Istanbul is pretty cosmopolitan. I think Ankara is too.

Western Turkey is quite secular and tolerant compared to sh*tholes like most of the Arab countries, however, Eastern (and most of Central-) Turkey is not.
