We just had a thread, albeit brief, a few days ago, mostly focusing on cost, just scroll down until you find it.
I have higher education experience in Canada, UK, and continental Europe.
As for yourself, more information is needed. What foreign languages, if any, have you studied? What technical field of work, eventually, are you interested in? What level of quality do you expect from a higher education experience? In short, what is your priority objective, secondary objectives?
As for "anti-Americanism", in my experience at least, I have never heard of such a thing. I have always been treated in accordance with my individual behavior. Of course, knowing the local language and minding one's own business go a long way.
In any case, other English-speaking countries are one thing, non-English another. Continental Europe certainly offers rich cultural experiences and in many cases good quality (France and Germany immediately come to mind, but not only). Don't know much about Asia, Japan and a few others may be worth investigating, maybe also Mexico. I would avoid South America in general at this stage, unless there is a country that particularly interests you and perhaps a specialization where such a country would be appropriate; for example, I understand there is a university in Chile that offers a course in astronomy (counterparts in Australia).
