NYC, it already accommodates the UN, which is the closest thing we have to a world government. I would simply change the role of the building and continue to use it. Anywhere else would have to build huge new buildings to house a global government. The regional UN offices around the world would also be used. The legislature could meet in NYC. Supreme Court in Geneva.
There would have to be regional capitols or administration offices elsewhere.
What if we had multiple capitals, each tasked with a specific task? One capital would house the legislative branch, another would be the judicial branch, admistrative branch, and then there could be capitals for other sectors such as financial, agriculture, health, military etc. There should also be regional capitals too.
If this was the 80s, I'd say New York. But I'd have to go with London here. It has always been the capital of the West up until the 50s or so at the very least. In this day and age, they're too equal in terms of importance to give away the throne to NYC. Also, while New York may process slightly more money, it has no political base as this is located in Washington DC. London is both a financial and political centre. It is also the capital of a much larger region (Europe & Middle East) compared to North America. It is also located pretty much in the middle of Asia and the US, putting it in a good location to be the "center of the world". From New York to East Asia you'd have to fly about 20 hours, from London it's only around 10 hours.
Also, America just isn't that "forward" psychologically. They are still using checks to pay, they have very little understanding of international business etc. As a businessman who has done a lot of deals all over the world, London is more "connected" than New York. More is happening there on an international scale.
Until China overtook US for GDP, for now, my vote goes to NYC!
No, the EU's GDP is the highest actually.
