Eastern US has more accents than the west and most of Canada for a reason. Accents in the east had alot of time to diverge and split not so much in Canada due to less time especially in places like manitoba and winnipeg. So in Canada accents are less varied than that of the eastern US and less dialect difference.
Well I live in canada owen and i'm still not sure what you are trying to describe?
Americans and canadians will often discuss or jest on the often minor differences between their "accents" and you are the first person i've ever heard make reference to a "roughness" or "harshness" to the canadian accent, especially as a main point of difference between that and the "american accent" which as i mentioned often shifts from region to region.
On the whole the "general american" or mid-west accent is quite close to the general canadian accent.
There's no one american accent so you can't generalize that canadians do or don't sound like americans. Based on your examples would you ever mistake a bostonian for a texan or an oregonian for someone from kansas? and yet they are all american accents.
Most canadians sound closest to what is known as the general american newscaster accent or midwest accent. Peter Jennings is a good example of a canadian with that tenor:

Canadians sound similar to some american accents (except for a few words).
Similar to "western" american accent (rockies to west coast).
Also upper midwest american accent.
However, there are a few american accents that canadians do not sound like at all.
(ie. southern, NYC, Boston, Texan).
Interestingly, canadian actors and entertainers can easily "blend in".
