Why, you think that certain part of Europeans ( certain countries may be) can compete with Americans in this respect? May be I'm partial after all - I don't care much for "Southern" kind of look... ( Italy, Spain,Greece, Balkans...)
As for the generic "Northern look" - yes, I think Americans look good (in physical sense of it.) But then again I live in the Midwest...
May be there is too much in-breeding in Europeans ( comparably to Americans) - could be the case, I dunno.
But no matter what - Europeans ( the ones that look good) do beat Americans as far as I'm concerned.
When I was in NY most of the most beautiful people I saw tended to be Europeans (say at the Guggenheim museum which seemed full of them). The local NY women seemed kind of plain from what I saw.
Same was in Moscow - I saw a lot of good-looking Europeans in Bolshoy Theater and Tretyakov gallery, but it was a different picture on the streets of Europe and in airports...
Even here in Australia and people here don't portray Irish as unattractive especially the women.

I don't know if it's only me but I can't describe the average American look... I think American people are a mix of European looks, so I couldn't answer your question

I agree with if a Irish women rating a 10 almost beats anyone anywhere.
Yet I don't find real difference with the looks of Scots Irish people if they are with a group of Irish people in a crowd. I can't tell if someone from Ulster is Scots Irish or Irish and even the accent. Yet I find Irish people in the republic more friendly and open than the people from Ulster and I found the people from Ulster when I made effort to get to know them as being weird. Yet I sure not all Ulster people are like that.
