It would be nice if you could expand on how you derive this conclusion by reasoning
for the benefits of some of us not familiar with all the cities listed above.
Kobe has very low level of crime on all counts and on all fronts.

Kobe is considered dangerous by Japanese standards, which still isn't saying much. If anything I thought the San Jose/Kyoto comparison would be more debatable, maybe Sacramento and Kyoto are more comparable. The reason why I picked Osaka, Kyoto, and Kobe for San Francisco, San Jose, and Oakland is because they are both tri-city metro areas (and both with a bay). San Francisco and Osaka of course are the core cities, Kyoto I believe has a lot of tech companies (I know the Nintendo HQ is there), and Kobe was the wild card.
Regarding the Los Angeles/Tokyo because they are both of course the largest cities and located on a coastal basin surrounded by mountains. San Diego and Yokohama are the both the second largest city propers, but not metros as they are the aforementioned SF Bay Area and Kansai regions. San Diego is its own metro but Yokohama is part of the Tokyo MSA. Also Yokohama has a large Navy base (not in the city but nearby in Yokosuka). Also they are sister cities. They are also very safe and clean cities, and located by a bay.
Although California has a large population in the United States California has a population of 40 million There are about 125.62 million in Japan I think it's more appropriate to compare Guangdong with Japan There are 126.0125 million in Guangdong If you add Hong Kong More than 130 million people There are three big cities in this area, Guangzhou, Shenzhen and Hong Kong
Tokyo feels a little more like San Francisco given it’s density. Basically, Tokyo is like LA if LA were as dense as San Francisco.
Tokyo has been described as having the density of New York and the sprawl of LA (I believe it was the late Anthony Bourdain). The Transamerica Pyramid in SF looks somewhat more like Tokyo Tower than any structure in LA. Also LA and Osaka have been compared when all US cities are compared to Japanese cities (I believe there was a thread on that) in which case NYC = TYO.
California only has the population of the Kanto region of Japan centered around Tokyo.
The Pearl River Delta has a large, increasing and unlimited supply of young labor force from the rest of Mainland China. Very different from Japan and California. Also different from the ageing demographics of HK and Macau.
