This is an unfair comparison. Only thing they have comparable is population sizes.

Chicago is more comparable to places like Toronto, Barcelona, Milan, Franfurt, Melbourne, Santiago, Buenos Aires, Singapore, etc

You right, we can't compare it, so totally different but Chicago is also a real great city, i love it !

I have to say that Paris' skyline is MUCH more beautiful than Chicago's which seems to me to be nothing more than the bog standard skyscraper?

I think the whole sister city thing is more about friendship than anything else, and Paris is sister cities with a lot of cities, it's main sister city being Rome.
