About 10% of all people with Mexican citizenship and nationality live outside Mexico. That does not include people born in Mexico ("Mexican-Americans") who have American citizenship. The total number is probably around 12-million, which probably exceeds the number for any other nationality in the world. if the OP meant absolute numbers and not % of home population, then i would say the chinese.
- singapore: 2.8 million
- malaysia: 7 million
- indonesia: 9 million
- thailand: 10 million or 26 million, if including mixed descent
- taiwan: 23 million
- Philippines: 23 million, including mixed descent
- u.s.: 3.8 million

If you are counting all those, you must also count me for Lithuania, England, Ireland and Poland, which is where my ancestors came from between 1710 and 1910. But I demur, and disavow any of those nationalities. Just as most of the Chinese in your count will quickly disavow any "Chinese nationality" in favor of their country of birth and/or present citizenship.

going by your reasoning, most of the irish in his count will quickly disavow any "irish nationality" in favor of their country of birth and/or present citizenship.

Well most of the worlds refugees are from Afganistan and Iraq.

But only a small fraction of all people living "abroad" are classified as refugees. California alone has over 10-million people who were born outside the USA, which is equal to all the refugees in the world, but there are less than 300,000 refugees in the whole USA.

Refugee statistics are highly misleading. Of the UN claim of 42-million refugees, 2/3 of those are "internally displaced people" who now qualify as refugees undr new definitions, but remain inside their home country. Every commentator on the subject is prone to inflating the numbers.
