It's only 1% of the population under the age of 18 and less than .3% of the total population of the country, so yes, it is a very tiny percentage.
Until you've traveled through some 3rd world slums like i have i don't think you can be making your statement. The worst looking neighborhood you can find in the US will still look 10X better than this:
The US regardless of it's problems still has actual basic infrastructures in places. Something many 3rd world countries do not.

People move to locations, with better weather because every country in the world has the same quality of like if you make a decent pay check or money,I can live in Mexico better then I can in Finland or the Mid west of the US. Only thing Europe could gloat about before was Free Heath Care, which the US will have something better in a couple years.
Most US cities have shelters and section 8, but remember we don't baby are people.

So Finland's free education is better than USA's very expensive one. Also the governement is considered being most successfull in the world And how come an American(Americans for Tax Reform) study suggests that Finland has even better property rights than the US?
