How is Japan at 64, right next to Kazakhstan. Kazakhstan is possibly one of the worst places to live if you're gay, while in Japan it's quite accepted in the bigger cities.

Homosexuality in Brazilian culture is actually surprisingly distinct from the way things are in North America and Western Europe. As such, it can sometimes be difficult to compare, but I'm not surprised to see it listed as such.

Yes, but this is just the proposal if the law should be changed. Now the lawmaking only begins, nothing has been decided yet. And the State lawyers must handle the matters in the order they are handed to them, and they have a lot in the queue (we're in the middle of a total national welfare and healthcare renovation), not forgetting the debt crisis (national debt second highest since 1944).
And now the Parliament goes on holiday, return sometimes in January, then the election campaign begins, we get a new government after tough negotiation, oh, then it's summer, and so on... It will be autumn 2015 before anyone is even there to press any button.
The publishers of a gay travel guide have just released a listing of 138 countries and territories ranked by their perceived friendliness to gays and lesbians. They added points for such items as anti-discrimination and marriage legislation, and deducted them for anti-gay laws, religious influence, and "hostile locals" (which is highly subjective at best).

The US scored #38 overall, tied with Mexico and Italy, but they point out that there is a lot of variation within the US; the best places (DC, Massachusetts, New York) score on a level equivalent to NL or France, while the worst ones (Alabama, North Carolina) are on a par with Poland and India.

I'm pretty sure in Kenya, or some other uncivilized African culture, you can get the death penalty for being gay! How can someone be persecuted for something their born with?!
