They certainly can be... my ex was Pakistani and darker skinned. She was also very busty, had nice hips, and a pretty face. Some of the women in her family (like, one of her sisters) were not remotely attractive; skin tone had nothing to do with it, they just had unattractive faces.

Yep, I know a Sri Lankan women who is smoking hot. She looks more Caribean than south East Asian though.
