They are paroleed. It's a very old law, 50 years old. The same goes in England when they let enter people from Commonwealth countries. I don't see why should they let English in the US. Do you let Americans in freely?

The poster ownec is correct about we let in poor, uneducated Cubans, Mexicans, etc .... Then we hassle educated financially viable Australians and English speaking Europeans.

No offence but as far as i'm aware when you come into the UK you do not get asked to get a picture taken of you or a fingerprint. They ask really rude and obnoxious questions as-well. When we visited my mum who was wearing fake tan was asked 'why are you brown and your kids white' how rude. They ask things like how much money did you bring? Why are you here? How long are you coming for? Where are you staying etc? Very nosy.
In the UK, you get videotaped by police CCTV cameras like there's no tomorrow. The UK has the most CCTV cameras per capita than any other country, and you're complaining about being photographed at US Customs?

Why don't you start by educating yourself? The first sentence is not even English.
Educated Englishmen/Australian with money don't travel to the US, only on Holydays or as Investors, contracted professionals, etc. Of course, they won't have any problem with papers.
It's quite funny to see a planter (English invaders in Ireland) discussing US immigration policy and putting down immigrants, when he's an immigrant himself. More so, an immigrant responsible for the cruel occupation of Ireland. I hope to see the day when Ireland regains Northen Ireland and planters leave for their country.
I remember when England had their own migratory policy and favoured colored people over Europeans, they called them "wogs" and "western indians". Nobody criticised them even considering that in the long run, those colored immigrants ended up scattered around Europe.
English (from the lower chaste) are not good immigrants. They are the second foreign group in Spain and they are a burden for the welfare system. They have very expensive surgical interventions in Spain and England never reimburses the money.
