I have been to Phoenix twice before and Doha once (one of my uncles live there now) but haven't been to Dubai or Las Vegas yet. These are all arid/semi-arid cities.

I grew up in Phoenix, everything you need and want in a big city you just have to know where and when to find it.. spent the last 2 years in Vegas. Vegas has one of the worlds worst education systems in the world. Dubai has a very strong economy and future. Don't know enough about Doha.

I would not want to live in either of them, but Las Vegas would be fine for visiting purposes with Phoenix next. Doha and Dubai from what I have heard are too conservative plus it sounds too much like a police state (the UAE still has debtor prisons) so I don't see the appeal of either living or visiting there especially when you add the oppressive climate on top of that.
I chose Las Vegas although I live in Phoenix and hate it. Las Vegas has slightly less extreme weather, infinite things to do and feels less conservative than Phoenix though it has its own issues (crime, economy is not diversified, etc.) I've been through Doha airport, that was quite enough. Dubai doesn't interest me in the slightest.
