Don't know about northern Ireland specifically, but the UK definitely has ghost towns since England and Scotland have them in both the completely abandoned or displaced sense or along the lines of continuing rural depopulation that was mentioned earlier.

No doubt that Italy and Spain are 1st world countries. Greece & Portugal are also but slipping a bit.
