29% claimed they speak English "very well", 14% speak English at home.

Thanks. In Quebec about 45% of the population can have a conversation in English, and around 10% speak English at home.

Puerto Rico could be comparable, as "very well" is a higher standard than a conversation, I think. Is there a portion of the Quebec population that can carry a conversation in English but would choose not to?

Nice climate if you can stand long and cold winters; Quebec as a whole speak English overall about as well as Puerto Ricans do, and if you're referring to the US when you say America, then PR is arguably even closer to the US as in actually already being in the US. Quebec is wealthier on average than Puerto Rico though.

Thank goodness you are not in my country. As we have plenty of foreigners who pretend that they can't speak English when it comes to money etc and we are just about sick of it.

Outside of San Juan-Carolina-Bayamón, English speaking ability precipitously drops. As in most non-English speaking places, the under-40 generation is more likely to be able to be conversant in English than Baby Boomers
