I guess it ranks that low because the list is based on overnight visitors. Hardly anyone stays overnight Most Austrians just drop off their suitcases full of illegal income and leave.

Island nations have artificially low numbers, because they have no cross-border traffic from neighboring countries, of people just going across the border to shop or visit relatives or for weekend drives or to gamble or buy cheap cigarettes. Notice in the "definitions" the wide variation in what is classified as a countable tourist, and the warning that the figures should not be used for comparisons between countries.

Santo Domingo, Dominican Republic. Was there for a week and it actually exceeded my expectations. Friendly people, laid back lifestyle and inexpensive food.

It was after the earthquake, in 2011. To be honest I wasn't involved in the deep and real Haiti, I visited a part of the Caribbean coast called Labadee with a cruise stop. I didn't go to Port au Prince for example. I suppose there are more people who have been there on forum

But yes we did interact with locals, they came to the beach to sell their manufactures, they were nice people, offering to uf all their objets to buy, they were happy to find tourist that speak French like them, some of them said things like "you know what happened here I need money"

As there were epidemies we couldn't go too far from the coast.
