Yes it sounds pretty similar, though Maëlie/Maëlis/Maëlle (princess) is a Breton name. It became popular before Hannah Montana, so it's not related.

According to this source, it isn't really popular in France, with a couple dozen babies per year at best. Not sure how reliable it is, but I don't remember coming across someone named Toine. Maybe in other francophone countries? Antoine is quite common.
Btw I have a Dutch cousin named Monelle, though obviously part of her family is French. Seems even less popular than Toine.
