I noticed not all countries have equal competence in technology, and in level of being tech savvy in technological infrastructure, specific characteristics in technology, and how ubiquitous or rare these forms of technology are in those regions of the world, and existence in the modern world.

When I am referring to technology, this includes Computers, How and Where People Use Computers, Internet, Popularity of Favorite Websites Online, Cars, Airplanes, Cameras, Modern Conveniences, Digital Music Recording, Robots, Public Transportation: Bus/Train/Subway, tv, Radio, Engineering, Architecture Building Standards, Most Forms of Science, Research, Health/Medical, Environmental Sustainability, and much more innovative characteristics in technology.

This topic is about realizing the top 20 most technological savvy countries in the world, including Competence, Knowledge, and Prominent Popularity in Technology, and also the bottom 20 list for countries not doing well in technology.

This topic is also a debate about technology in the modern world.

Don't know about PCs, since I think worldwide usage has been in decline.
But, according to this article, China has the world's largest internet population. Has an internet penetration rate of 44%. Its smartphones market is double that of the US.
China's Internet users grow to 591 million | PCWorld

China has more people than any other country - it's not surprising that it has more internet uses than most countries in raw numbers. It's a meaningless statistic.

The news said Wuxi City in China will provide free WIFI to all residents this year, and 40,000 hotspots will be built. More cities will follow in the future.
