It depends on the criteria, but for me anywhere where surfing and skiing are both activities within close range, are top of the list.

That puts LA at the top of the list, as well as other US/BC west coast cities.

Chile, Japan and NZ would also have cities in that category.

I had considered that area, but think of it as being on the second tier, due to not having skiing above the tree line. I would still like a ski vacation in that region though.
